Council of Ministers permission (Cap.109)

If you are not an EU citizen, acquiring immovable property in Cyprus requires permission from the Council of Ministers, applied for through the District Officer. It is a step, not usually an obstacle.

What it covers

Generally one residential property for personal use, or a plot up to roughly 4,000 m². Applications outside that shape are decided case by case.

Timing

Expect 2 to 6 months. It usually runs in parallel with everything else, so it rarely delays completion — but it must be granted before title transfers into your name. You can normally sign, pay and take possession while it is pending.

What you will be asked for

A copy of the sale contract
Passport copies for every buyer
Evidence of the source of funds
A clean criminal record certificate
Details of the property, including its title and planning position
